እቲ ዝበዝሐ ሰብ ኣብ መንግስቲ እናሰርሐ? ትምህርቲ ካብ ታሪኽ ይቕጽል… 

ኣስታት 1991-1993 ኣቢሉ፣ ብሕጽር ዝበለት ዘዋሪት ደብዳበ፣ ኢሳይያስ ኣፈወርቂ ኣብ ትሕቲ ግዝኣተ ኢትዮጵያ ዝጸንሐ መሰል ጡረታ ከልግሱ* ንሓለፍቲ መንግስቲ ትእዛዝ ኣመሓላለፈ። በዚ ካብ ምስንባድ (ሽዑ ድሓን ኣለና እዮም ዝብሉ ኔሮም) ዝያዳ ዝተገረሙ ሰበ ስልጣን ምስ ሓረቑን ምስ ኣበዩን፤ ቁሩብ ጽንሕ ኢልና “ናትና” ዓይነት ጡረታ ከነተኣታቱ ኢና ብምባል “ጠቢሩ” ነዚ ካብ ደሞዝ እናተቖረጸ ዝርከብ ዝነበረ ገንዘብ ደው ከምዝብልን ከምዘይትካእን ተገብረ። ኣብ ትሕቲ መንግስቲ ዝነበረ ሰራሕተኛ ድማ ጅሆ ናይ ህ.ግ.ደ.ፍ. ከምዝኸውን ተገብረ። ስድርኡን ቤተሰቡን ደቁን ዝናበዩላ ሓንቲ እቶት ዝነበረቶም ሰራሕተኛታት ከም ባሮት “ጽባሕ” ዘይብሉ ናይ ስራሕን ናብራን ኣገባብ ኣተዉ። ዝኾነ ዝኸፈልዎ ቀረጽ መንግስቲ ኣብ ዝደልዮ ዝውዕል ኮነ። እዚ ኣብ ምስጢራውነትን ኣብ ውሽጠ ውሽጢ ዝግበር ኣዋጃት ብድሕሪኡ ሓጺናዊ ሓይሊ ናይ ኣተግበርቲ ስለዝነበረ ኣብ ግብሪ ክውዕል ኪኢሉ። እቲ ሓፋሻዊ ስእሊ ናይ ኤርትራ ድማ ብደገን ኣብ ስደት ንዘሎን ከም ጽቡቕ ጌርካ ምርኣይ ቀጺሉ። እቲ ኣብ ውሽጢ ዝርከብ ሕዝቢ ግን ኣጽቅጥ ኣቢሉ ምኽንያቱ ሽዑ’ውን እንተኾነ ምሽራብን ምጥፋእን ናይ ደቀሰብ ኔሩ እዩ።  ሰቪላዊ፤ ናይ ሕግን ስነ ስርዓትን ኣገባባት በብሓደ ከምዝለግሱ ተገብረ። ፍጹም ምቁጽጻር ዝባህሩ መንግስቲ ኣብ ላዕሊ ተሰቕለ። ዝኾነ ሕዝቢ ኣብ ልዕሊ መንግስቱ ስልጣን እንተድኣ ዘይሃልይዎ ድማ ግዳይ ኮይኑ ተረፈ።  ብበሓደ ሰብን ስርዓትን ወሓደ፤ በብሓደ ዝተመንዝዐ መሰል ክህነጽ ተስፋ ጥራሕ ዘይኮነ ብግብሪ እዩ ዝምለስ።

* ብዛዕባ ከመይ ብኸመይ ኣገባብ እዩ እዚ ተኻይዱ ንዝብሉ ሕቶታት እቲ ወረ ብዙሕ እዩ። እቲ ቐንዲ ነገር ግን ኣብ ኤርትራ ናይ ጡረታ መሰልን ኣገባብን ከምዘየሎ ምርዳእ እዩ። ሓደ ካብቲ ሃገረ ኤርትራ እትፍለጠሉ ብዙሕ እከይ ባህርያት ሓደ ከኣ እዩ። ብዛዕባ እዚ ጉዳይ እዚ “ክዝተን ክዕለልን” እንከሎ ብኢመይን ይኹን ካልእ፣ ኣብ ብዙሕ ዘረባታት ብዛዕባ ነዚ ጉዳይ ዘይምልከት ማለት ብብዝሒ ዘረባትን ቃላትን እናጠምጠምካ ከምቲ ዲክተተር ዝገብሮ ምግባር እዩ። ተኸተልቱ እውን ከም ሓለቖኦም ብዛዕባ ጉዳያት ክዝተ ኣይደልዩን እዮም።

Back to Normal-Reinstate the Pension Plan

Release the civil services whose livelihood is held hostage by the government and make it independent from any regime change – learning from history continues

It is said that sometime in 1991-1993, a curt circular letter from Isayas Afewerki informed government officials  to get rid of the Pension Plan under the Ethiopian regime*. When complaints and outrage was discerned, he immediately responded that they would not just remove but replace it by a “our own” and better and new plan soon. The pension plan was removed and never replaced. Thus the largest number of employees, i.e. those under the government began a life with no hope for the future. Whatever taxes they paid went to the government’s plans. The system of secretive and under-handed decrees became easy to enforce as they had the iron fist of the enforcers behind a guise of well-intention intended for the consumption of the general public and the Diaspora. The general public in the country kept quiet because there were enough disappearances even then to warrant caution.

Civilian, law and order, and other infrastructural mechanisms were removed one by one. Only a complete totalitarian controlled apparatus remained. A population that could not enforce its will on its governing body became doomed. Civil rights that have been taken away cannot be replaced by hope alone but have to be rebuilt one by one.  

* There are many details and rumors on how and why this happened. However, the main thing to note is that there is no pension plan in Eritrea. It is one of the many issues that the country has become infamous for. Discussions on this issue that try to tackle the “whys and wherefores” are meant to derail the reader from discussion of issues and are “verbiage” i.e. excess of words that add little or no nothing to the meaning and that is the adage of the Dictator.  His supporters will do the same.
